RAPID RESPONSE GROUP (RRG) ON PREVENTION OF TORTURE IN UZBEKISTAN DETAINED CITIZEN OF UZBEKISTAN ON THE TERRITORY OF KYRGYZSTAN FACES RISK OF BEING TORTURED

images.jpg According to the received information, on October 27th 2007 Sharibjon Abdulmamatov, a citizen of the Republic of Uzbekistan, an resident of Chimion village of Ferghana district of Ferghana region, was detained by the police on the territory of the Republic of Kyrgyzstan and now probably faces a risk of being tortured.

On October 27th Sh. Abdulmamatov was summoned to Ferghana district Department of internal affairs as a suspect in an armed robbery of a cargo motor vehicle of “Kamaz” model which belonged to a citizen of the neighboring Republic of Kyrgyzstan. The cargo motor vehicle which has ostensibly been robbed, was loaded with illicit goods in Yazyavan district of Ferghana region (the territory of Uzbekistan, approximately 50kilometers far from the state border of Uzbekistan with neighboring Kyrgyzstan, the RRG’s note). Because of the absence of proofs against him Sh. Abdulmamatov has been released by Ferghana district Department of internal affairs.

But in approximately twenty minutes Sh. Abdulmamatov was arrested by the officers of Kadamjoy district Department of internal affairs of Batkentskiy region of the Republic of Kyrgyzstan when he was crossing the state borders of the two countries (the road from the administrative center of Fergana district – Vuadil to Chimion village passes through the Kyrgyzstani settlement Halmion, the RRG’s note).

According to Sh. Abdulmamatov’s relatives, at present he is held in a temporary detention cell Kadamjoy district Department of internal affairs of Batkentskiy region of the Republic of Kyrgyzstan. A defense lawyer hired by Sh. Abdulmamatov’s relatives has no access to his client. Despite of the permission of investigator U. Kurbonaliev chief of Kadamjoy district Department of internal affairs, a police colonel, M. Toshbekov has categorically refused to permit a meeting of detainee Sh. Abdulmamatov with his relatives. He has openly declared that Sh. Abdulmatov won’t receive a meeting with his relatives until he confesses.

Sh. Abdulmamatov’s relatives are concerned about their relative’s situation. The RG also shares their concern and does not exclude a possibility that very likely Sh. Abdulmamatov might be subjected to torture and other cruel, inhuman and degrading treatment in detention.
