Khasan ota…..When I met Khasan ota in Kamashi (where he was gone away recently) Qashqadaryo viloyat, I saw in his face simple village man, hard-working and open heart farmer. 70 years old man was as like all Uzbek people truthful, hospitable, open heart, and very cheerful. I met him at that time when his cattle farm“Ҳасанбобоўғли Ихтиёр” was plundering by local officials. We have a proverb “loosing wealth is loosing life”, ota ( the old man) lost all his cows about 39 and 235 sheep in one time, but he tried not to show his tragedy and kept himself in his hands. He showed himself as educated man in Uzbek traditions.
However, two words about the plundering Khasan Choriev’s “Ҳасанбобо ўғли Ихтиёр” cattle farm by local authorities: This good done game was a good idea of someone who had goals to achieve it, but nobody can say who is standing behind this game. But Khasan ota remembers that suddenly on the 13th of December 2011 Chairman of the veterinary department of Qashqadaryo viloyat B. Qurbanov, main specialist of the cattle department of water and farm economy of Kamashi district K Bozorov came to his farm, and did some investigation of the cattle in the farm and made a list of total. By that document “Ҳасанбобо ўғли Ихтиёр” cattle farm had in total 24 cows and 235 sheep…..
After this economy intelligence they saw that this was good fortune for local authorities and they began to search the way how to thieve “Ҳасанбобо ўғли Ихтиёр” cattle farm. Why not? He is a powerless old man who has no any education and “roof” among the high authorities, who sees only Qashqadaryo deserts, cotton fields and his cows and sheep! Are they afraid of old man? The Chorievs are also in opposition to permanent government. Khasan Choriev”s seven sons have been living in policy emigration in the USA and formed opponent movement against Karimov’s regim. That’s why they were sure that old man’s complain to local power’s crimes wouldn’t be listened by anybody in this country. His sons are in “black list” and he also is “a person of non grant in this country”. So it was not difficult for them to punish curiosity old man! Of course, it was exact time to attack to Khasan ota’s cattle farm to the aim of plundering it and thieving everything, to bankrupt cattle farm, so local authorities were sure that for this fault and mean action nobody would scold them nor punish! In contrary, they would be encouraged for this good done job! So, why not to Get a trophy! The criminal gang by the leader of Kamashi district khakim, including district procurer and chairman of local internal affairs began to dream achieves of their revenge…
This criminal gang contents of local officials of Kamashi district, to achieve their self-interests, chose very suitable time, eve of New Year. It is not uselessly. First, all authorities are very busy at this time of a year; Second, the authorities in Tashkent also like to “eat” something on the holiday eve. Is there better present than Khasan ota’s sheep? You see, it is ready free “Tandir kabob”(national meat meal), sheep are coming themselves! Also, they have some reason to prove their crime ,“because Khasan ota’s seven sons are against Karimov’s regim”! This is the best cause to remain dry after swimming. They know exactly one thing that they never will be punished for their sly crime. That’s why on the 29th of December 2011 vice chairman of Kamashi local internal affair came to the cattle farm “Ҳасанбобо ўғли Ихтиёр” with 30 ( thirty) policemen and organized plundering and robbery. We really can call it robbery, because local internal affairs’ workers stove in day time huge total of cattle, cows and sheep without any hesitation. The law of Uzbekistan says; “one mustn’t attack to anybody’s property; people’s wealth is on the defense of the state.” When can be confiscated one’s property? When court executive verdict about wealth confiscation is offered! First, one must make list of property which will be confiscated and one need sign a document.Nevertheless, Kamashi internal affairs’ workers who came to plundering and robbering to the cattle farm “Ҳасанбобо ўғли Ихтиёр” didn’t offer any court verdict about property confiscation, either they didn’t make any list with the owner and sign any document.In this circumstance,How can we call Kamashi local authorities’ action? Is it a new way of robbery? Or is it called with another name? Tell us, please! Yes, we can explain this situation as a new way of robbery but not other! As Khasan ota said:” It was really modern way of robbery”!! With one word, Khasan ota had been sacrificed first time on the 29th of December 2011, for his seven sons’ living in the USA as policy emigrants, especially for elder son Bakhodir Choriev’s policy activities there.
God asked prophet Ibrokhim to kill his only son. God wanted to test prophet’s belief and his faith. Therefore, God’s desire wasn’t died prophet’s son still young, but to check only prophet’s faith. God saw that he was very strong and firm in his belief and was very faithful. Then God ordered prophet to sacrifice one sheep instead of his son.
Might be Uzbekistan government which considers itself as God, even mighty than God wanted to show it’s power. They agreed to sacrifice citizen Khasan ota ‘s cattle with the total of 29 cows and 235 sheep for his sons’ life! Why are so many? Why are so greedy these authorities? May be it caused the number of sons who are seven but not one? May be government’s tax was so high because of many number of sons? May be government determined tax for every one of sons? Who knows it?
70 years old man was bankrupt loosing whole his cattle farm at once and clapped his hands with angry…It is not agreed with fate, they say that one has hope even near the grave. It is true! Khasan ota also hoped to call Uzbekistan Government to be adequate and justful. That’s why he wrote and sent tens complain letters to Uzbekistan authorities as: Karimov, Inoyatov, Kodirov, Ganiev , Komilov and others ,whose name we don’t know. Actually, to ask Uzbek government authorities justify is equal to dream snowing in hot summer. Not knowing about it, Khasan ota wasted so many white sheet papers, its so pity
Khasan ota not being listened here in his country, had to ask world society to listen to him. His complain letters were issued one or other internet sites. Suddenly Kamashi district khokimiyat learned them and understood that the old man who they counted as uneducated became so survival and didn’t like to give up easily. Early they thought that the poor old man was unprotected. That’s why they bravely thieved his cattle farm. What hard situation they remained and immediately they took in job to correct errors which were made before. They understood that they couldn’t return the thieved wealth. Because all the sheep had already eaten as “Tandir kabob” putting on the table of authorities in Tashkent. Genius cows had already been exchanged into “greens” and packed in suitcases. Who wants to give back thing which had been presented before holiday? What could Kamashi local officials do in this situation? Only to prepare false prove materials not to look like as foolish on the eyes of world society. They believed that they must do it!
So, Kamashi district “noblemen” began to legalize their criminal action. Immediately ‘blame resolution’ to Khasan ota signed by district procurer was ready with the behind date 5th of December 2011 and everything was OK! How do you think, the procurer who was able to accuse even stripe wood with crime, couldn’t he do this job? Certainly he could as co-criminal of the gang! We are true thinking that the blame resolution was sighed on the behind date, because if there had been it before their robbery, they would have come with the court verdict in their hands. But they came without any court verdict, illegally, by their own plundering iniciation to demolish Khasan ota’s cattle farm. What kind of verdict was it? I think we are putting aside of the happen……So, now it is the “kozi’s”- court’s job to support procurer’s “blame resolution’. Local court doesn’t like to slow the ordered job. He is very fast doer! He came immediately to Khasan ota’s house in shakhrisabz on the 5th of March 2012. The old man was been making questionaring by court in process in same time when he was taking fast medicine aid at his own home. They ended the process as fast as possible, about five minutes. It was only show to do click! Court process was held, but actually it was only formalism.By the court verdict Khasan ota was guilty, and court determined the price of the 16 cows (others were lost by them strangely! Do they admit their guilt that other cows were stolen by them without any document about confiscation) in 22mln and 100 thousand sums, and transferred to electricity organization account. By the court verdict 16 black cows price is 22mln. 100 thousand when in the market one kg meat costs 17 thousand sum,so one black cow costs about 5-6 mln. Sum and total sum of the 16 cows is about one hundred mln. Schoolchildren can count this simple maths task in Uzbekistan. The next action of the local officials and justify court was, as if ‘sorrowfully”, amnestied the old man after the proclamation of the amnesty devoting 19th anniversary of the Constitution of Uzbekistan. Actually it was not merciful action, but getting two trophies with one shoot. It was only game to fear the old man to close his mouth forever. But Uzbeks’ nature is strange! Usually they are attentively, but not always can understand the gesture or don’t like it or may be they are very modern…..This gesture by the government didn’t satisfy the old man. He couldn’t be calm and continued complaining. It was naturally, the local officials didn’t like the old man’s desire to rehabilitee his human rights. “Let’s look!”- said they being cross.“ Don’t play argue game with authorities, you will be punished!”- they say. If Kamashi local government can’t show it’s power to the old man what is its authority then? They can’t be greedy to show their authority! They have good abilities making false blames, being sly and scoundrel! So they do! How long Khasan ota Choriev demanded from Kamashi district khakim and his friends: local procurer and chairman of local internal affairs to return his 29 cows and 235 sheep, local gang became more furious! This revenge was determined by the administrative case with the 40th article of the Codex. Khasan ota was blamed on figment to Kamashi khokimiyat and the workers of local internal affairs. If less the workers of local internal affairs didn’t thieve with the plundering Khasan ota’s 29 cows and 235 sheep, but they took only 16 cows from them. But Khasan ota blamed that kind of trustful and responsible workers in thieving and they counted it figment to them. By the scenery which was written early by the local authorities and court, Khasan was guilty again.By the verdict on the 13th of june 2012 of the criminal court of Yakkabog district Khasan was guilty in figment to the workers of the local internal affairs and for spread disinformation, dishonored their dignity. And he was punished breaking the law the article 40 by the administrative codex of the Republic of Uzbekistan and pay 1mln and 258400 sum, 20th measure of the living standard. Regretfully, the old man didn’t understand this “punishment” of the local government, and close his mouth. When they saw that he didn’t calm, they had realized other idea slyly. They wanted to punish him again strongly and made him as criminal. It is third time when 70 years old man is questioning by the court in process. First part of the new scenery of accusing the old man has been finished by the local internal affairs and the procurator. Here some phrase from the Kamashi district internal affairs “scenery”:’… Not understanding positively the administrative response Khasan Choriev to aim of revenge , dishonored the local khakim Rashid Mukhammadiev. He complained to Chiroqchi department of Qashqadaryo viloyat NSS with the letter and blamed there local khakim Rashid Mukhammadiev in deception of the land in contour 441as useless and keeping there his cattle farm in total:100 cows and 300 sheep and described there his envious revenge.Khasan Choriev broke the criminal law by the article 139, part 1 and 139 part 3 by the criminal codex of the Republic of Uzbekistan” . The ending this scenery is as usual, local court’s responsibility. But it is interesting that court by the purpose to trick or laugh at “responder”, opened the secret to Khasan ota : “ If you don’t stop your son you will be put for three years into prison. I have an order from the high authorities!” said court. However, Before NSS officers advised the old man to ask son for stopping opponent activities, give him some advice as father. Naturally, this request of the force regime wasn’t done. According to the top analyses, Khasan Choriev has an opinion:” These all pressure connect to my elder son Bakhodir Choriev’s policy activity. Uzbekistan Government is going to revenge me and my son for my elder son’s leadership “Birdamlik” opposition movement.”- wondered the old man. If his wonders are placidly, so, be known, Uzbekistan government which grudge as democracy country is suffering with insult the old man for his son’s policy activity. But, in democracy pretender countries father for his child and child for his father never answer! Soon on the 26th of October is muslim religious holiday Qurban Khayit! What will Uzbekistan authorities request Khasan ota in this sank holiday? Interesting? But atheists, whose God are strange this sank day is not important. Because they do sacrifice ceremony every time they like !
At the end I want to ask unjust Uzbekistan Government: “Uzbekistan authorities, how long will you continue doing this kind of sacrifices?!
